Evaluation Goal and Objectives



This aims to assess the pertinence and efficiency of the ESTHER initiative co-operation process, in relation to its set objectives and general co-operation approach.

The evaluation will endeavour to meet the following objectives:

1. Assess the performance of the ESTHER initiative by observing and analyzing the co-operation process between partners, as well as the implementation of proposed and performed activities;

2. Grasp the evolution of interactions between the ESTHER initiative and health care systems, especially analyzing care practices and organization and how ESTHER has changed them.

3. Describe and analyze national and international anti-HIV/AIDS strategies and their effects on the ESTHER initiative.

Expected evaluation results:

1. Capitalize on experience and analyze restraints and opportunities (case studies), then reproduce and clarify stakes for:

  • ESTHER initiative state partners at national level;
  • Sponsors, including patients;
  • Members of the ESTHER initiative Board of Directors.

2. Institutional analysis and recommendations based on capitalization to improve the ESTHER co-operation process and notably the place of exchanges between co-operation countries and participants in France.

3. Recommendations applied to projects made easier by ESTHER.

4. Institutional recommendations consistent with the three UNAIDS principles ("Three Ones [1]").

5. Wide broadcast of evaluation conclusions to ESTHER initiative partners and sponsors.

These expected results must enable:

  • ESTHER initiative responses to be better suited to the needs of partner states within the present international context;
  • Planning and a quality approach around initiative projects.
